Shelly Hillman, Chairman of the Northbriar Security Co-op, passed away Saturday morning, December 19th, due to apparent heart complications. Shelly served as the co-Security Coordinator for the Briar Forest Super Neighborhood Council.
Shelly’s efforts to build the Contract Deputy program will never be forgotten. We are all a bit safer for it! Shelly's HOA, Country Village, , came together with another community approximately 30 years ago and hired the first Contract Deputy from Pct. 5 to patrol their neighborhoods. The Northbriar Co-op has grown to about 14 HOA's and 12 Contract Deputies including a Sergeant. Because of the success of this initial program, many other neighborhoods initiated their own programs with Contract Deputies. These neighborhoods have experienced a lower crime rate over the years than many other areas around us, all of which started with the first efforts of Shelly to make these programs successful.
Shelly worked tirelessly to keep residents informed in a responsible manner about law enforcement efforts in our area. He was responsible for leading the effort to formalize (through by-laws) the security cooperative and leave an organization that could withstand the test of time. On more than one occasion, Shelly joined with others to successfully fend off political challenges to the broader contract deputy program. In addition, Shelly devoted considerable effort to serving as a precinct judge for almost two decades, was very involved in political work, and was highly respected by local leaders, from council members to Congressmen.
Shelly made a great contribution to our neighborhood and he will be missed. We grieve his passing and offer condolences to his wife, children grandchildren and his brother.

Positive Interaction Program (PIP)
PIP meetings provide an opportunity for the community to meet with members of the Houston Police Department. These meetings are for the community and residents are strongly encouraged to attend.
